i saw someone ingame a few days ago using this. but i dont know how they got it

This nickname was in the Season 3 (Legacy) Season Pass. You can see that in the infobox under the section Legacy (click to expand).

Nickname pages are currently not very detailed, because they were recently created. If you want to know if something has been released its best to check the overview page Nicknames. If its not in the "Unreleased" section, then it has been released.

Please also not that Bots can used unreleased Nicknames, so seeing someone with a unreleased nickname does not guarantee that it was released.
